Responsibilities of the City Clerk / Treasurer

The City Clerk is appointed by the City Council and attends all meetings of the Council and keeps a permanent journal of its proceedings. The City Clerk keeps a record of all ordinances, resolutions, and actions of the Council. All papers, documents, and records pertaining to the City of Rogers City are held in the custody of the City Clerk as well as accounting of the assets, receipts, and expenditures of the City. The City Clerk serves as a member of the Election Commission per City Charter and is responsible for all elections which may take place in the City’s jurisdiction including school elections, presidential primaries, county primaries, and general elections.

The City Treasurer is responsible for all finances of the City, the Clerk’s bond, and all evidences of value belonging to the City, or held in trust by the City. The Treasurer keeps in receipt all moneys belonging to the City, including license fees, taxes, assessments, and all other charges belonging to and payable to the City. In addition, enforces the collection of state, county, township, and school district taxes upon real and personal property.

City Clerk / Treasurer Biography

The current City Clerk/Treasurer is Theresa Heinzel.

I began my employment with the City of Rogers City in January 1981 in the position of water clerk. In November of 1989, the City Council appointed me as City Treasurer. I served in that position until January 1991, at which time then City Manager Terry Ross addressed Council and asked that the City Clerk and City Treasurer position be combined. Council appointed me as the City Clerk/Treasurer at that meeting and I currently serve in that capacity. My years of service to the City have given me the opportunity to meet many of the residents of Rogers City and also to work with a talented, dedicated, and hard working group of fellow employees in all the City departments.
